国会向特朗普总统发送包含反 CBDC 条款的住房法案

The U.S. House of Representatives has passed the 21st Century ROAD to Housing Act, following earlier Senate approval, sending the legislation to President Donald Trump for his signature. While primarily aimed at addressing housing affordability, the bill notably includes a provision that restricts the federal government from developing or issuing a central bank digital currency (CBDC) through 2030.

纳入反 CBDC 语言标志着美国数字资产政策的重大发展。 Although cryptocurrency is not the central focus of the legislation, embedding the restriction within a broadly supported housing package significantly boosts its chances of becoming law—demonstrating a strategic legislative tactic often used in Washington to advance niche policy goals.

美国 CBDC 的支持者认为,它将实现支付系统的现代化,并确保公众获得安全的数字货币。 However, critics—including many crypto advocates—warn that a retail CBDC could enable excessive government surveillance or control over citizens’ financial transactions. The provision in the housing bill specifically targets federal CBDC efforts but does not affect private-sector innovations such as stablecoins, tokenized bank deposits, or blockchain-based settlement systems.

这种方法为私人数字资产的蓬勃发展提供了空间,同时限制了美联储发行的数字美元的潜在竞争。 Market reaction may be muted in the short term, but the policy signal is clear: the U.S. is leaning toward a regulatory environment more favorable to private crypto initiatives and increasingly cautious about government-backed digital currencies.
